PROPOSALS for a new battery energy storage system (BESS) in Kennet have been submitted to Clackmannanshire Council.

The notice would see a BESS be constructed north of Kincardine and south of Kilbagie House.

Known as the Kilbagie BESS Project, this would see two battery storage units constructed to go alongside a new substation, also proposed for the area.

This was sent in as a proposal of application notice (PAN), which pre-dates a formal application process.

The PAN was been submitted to the council by Ecostor Kilbagie, a special purpose vehicle of Econergy International Limited.

The have outlined their plans in a community consultation strategy, available to view in full on the Clackmannanshire Council planning portal.

It reads: “Econergy International Limited are an independent power producer that builds, owns and operates solar, wind and BESS project across a number of European countries.

“The project is  known as the Kilbagie BESS project and is located on land north-east of Kincardine and east of Kilbagie, Clackmannanshire.

“The project includes a BESS of up to 250 megawatts (MW) and associated infrastructure including electrical transformer units, switchgear units, fencing, access tracks, CCTV camera, containers for spare batteries, a customer switchroom, office and control room, water tank and underground cabling.”

This is the second BESS project planned for the area, following Gresham House’ application to construct a storage unit west of Kincardine.

If approved, the two projects would sit on either end of a new Kincardine Substation, with proposals requesting permission to build a substation submitted by the Scottish Power Energy Network (SPEN).

The plans continue: “The project would connect into the grid via a new substation (a separate project) that is proposed to be constructed on land immediately to the south by SPEN.

“The project would connect to the SPEN substation via underground electric cables constructed by the applicant.”

“The project would also provide stability to the electricity grid through the storage of electricity and the appropriate coordination and release of stored electricity when demand is high or otherwise required.”

In accordance with the Energy and Climate Change Directorate (Scotland) 2022 guidance, Econergy will be holding two community consultation events.

These are planned for November 6 and December 4 at Clackmannan Town Hall, running from 1.30pm to 6.30pm.
