PLANS for more than 540 new homes have come closer after a planning application was given the go-ahead by Fife Council.

Bearsden-based Kex Holdings Ltd had lodged an application for approval of matters specified in a condition which was part of a planning permission previously granted. 

It was for 507 houses – including 80 affordable units – and 36 flats as well as retail units and associated access, roads, parking, open space, SuDS, landscaping, public art and infrastructure.

A report to members of the council's west and central planning committee said the development would be designed around a primary, six metre wide spine road linking Walker Street and Toll Road.

A hierarchy of streets is proposed, with the neighbourhood centre and majority of residential properties accessed by secondary and tertiary roads leading from the spine road.

Off-street parking would primarily be provided by in-curtilage front of house spaces, however a number of parking courts are also proposed.

Council officer Bryan Reid said: "The design and layout of the proposal is acceptable and would introduce a high quality urban expansion to the settlement of Kincardine.

"High quality features, landscaping and public art are included to ensure a sense of place is achieved.

"The development would not adversely affect existing or future residential amenity and would comply with all technical matters of the PPP (planning permission in principle) and other material considerations including drainage, transportation, natural heritage, education, affordable housing and site stability matters.

"The development site is at risk of coastal flooding, however suitable mitigation measures are included to ensure properties within the site would not be impacted."

Councillors agreed to approve the application subject to the conclusion of legal agreements.
